I don't really think there is a 'best' brand to be honest. Pretty much all the major manufacturers have their plus points (and downsides).
The bulk of my painting is done with Citadel paints and I really like the new range. Their big downside is of course price. However, I prefer Vallejo's metallics and I fill the gaps in Citadel's colour range with paints from Vallejo Panzer Aces and Model Color (for muted colours), P3 (their inks and whites are awesome), Coat d'Arms (usually to match pre-2000 Citadel) and Foundry Paints. I even use Humbrol's matt varnish which is definitely the best brush on varnish I have ever used but it stinks, ruins brushes and requires thinners.
Also worth a mention are Vallejo's Liquid Gold and Windsor and Newton's range of drawing and calligraphy inks which are available in a range of colours (I use their blue ink for shading my Blood Angels)
